Here’s a suggestion.

Provide graffiti vandals with a public wall(s) where they can legally spray and paint.

At the same time, make it clear that graffiti on public and private property will not be condoned or tolerated. Enact new city ordinances that will require graffiti artists to pay a hefty fine for such vandalism and be directed to personally clean up their defacements.

Totally agree. Also, believe it or not, there is a “code” within the graffiti world. One for the no-no’s is painting over murals. Maybe we can floored some of these “artists” to do actual murals?

We have a few methods for cleaning or covering graffiti and none of them are effective in freezing temperatures.

• The power washer uses water which freezes and creates icing hazards for pedestrians.
• The paint products have an optimal range between 50 degrees and 90 degrees.
• The graffiti remover is ineffective below 40 degrees.

We have this issue on a follow-up list for cleaning or covering - weather permitting.
