What's really needed is more room to merge. I made that drive every day for a few years and few things hacked me off more than someone coming to a dead stop to wait for a gap. You'll be there for an hour! With traffic from 183 to 360 going well over 60mph and practically no visibility, you need SERIOUS acceleration to get up to speed in time to merge. At least if you're rolling, looking for a gap, and most critically YIELDING TO THE FLOW OF TRAFFIC it's a lot less traumatic.
