Blocking of the cross walk is illegal and a separate issue as noted in several tickets on here.
Whether cars wait to move into the center lane, cars would still be blocked into the shopping center. You could try JF but that also has traffic which also would be hard for you to enter.
This would be a common courtesy of drivers but unfortunately part of driving during peak traffic times.
