The light green multi family with 2 front entries and white trim- believe its number 38 High- its not zoned for 4 families its zoned for 3. And a rooted roof with a tarp is blight and affects other home owners.

It actually is a 3 family home, with 3 families in it. If you are going by electric meters, only 3 of them actually work and the other one is an owners meter. On the Right side of the house the land lord lives there occupying the first and second floors. On the left side, one family lives on the first floor and one family lives on the second.
Does the town ordinance say a tarp on the roof is blight? if not then your point is moot. If the town ordinance does say it is blight then you should contact your local PD and ask for the officer that is in charge of blight in town. Just because something bothers the neighbors doesn't make it blight it just makes it annoying
