Description
As usual people throw their trash, garbage, whatever in front of, behind, and along the side of the 2 recycling dumpsters at the Stratford Hills shopping center.
They even open the private enclosure there and throw bags of trash in. 3 mattresses are there too.

I am Complete agreement with you, The City needs a Keep Virginia Clean Campaign. Redirect the Mayor's attention away from expensive ventures abroad to attract sport venues, but inward to clean, repair, and rebuild The Capitol of Virginia.
If one is un-kept and disorderly dressed, it is very difficult to obtain a worthy occupation. A City is no Different.
