Description

At the intersection of 38th and S. Topeka Blvd., it is giving a greenlight for the eastbound 38th street traffic when there is nobody there. It is giving a red light to the northbound and southbound Topeka Boulevard traffic when there is plenty of traffic going northbound and southbound on the boulevard. I am noticing this between the hours of 3 PM to 4 PM
