I agree, those newspapers strewn across town look nasty, but even if the Mayor contacts them, how would that alleviate the problem? There are still people who read the Advisor. Our Mayor doesn't know exactly which residents still wish the receive the paper and which residents don't.

On the Advisor's staff webpage, I found the following information:

I have had a couple of cases with the newspaper dispersal seems to have slowed down then it picks up again each individual resident can specify that they would like deliivery stopped I've already contacted Frank on a number of occasion's I was specifically told the residents affected to call and ask to be removed from circulation
