This looks like a duplicate of Issue ID 3326993 / Service Request ID: 724381. City of Oakland: it would be great if you could stop by weekly to clean up this corner as it's always a hot mess. You should install cameras to monitor the activity that takes place there, or send police over any night of the week - you'll be sure to catch people dumping there. You could maybe even FINE them which will net you $1,000 per offense. (SEC 374B Penal Code.)
