The laws are on the books, they just don't get enforced. Encampments like the one near the entrance to the Webster St tube and the one under the overpass get cleaned out, but the campers are back within a day or they move a couple of blocks under another overpass. Homeless outreach organizations like Operation Dignity go out and offer services but the campers aren't interested. Oakland doesn't appear to have any plan for dealing with the large number of people we now have camping all over the city. They are in tiny houses, in tents, living in old cars and campers, under benches, on sidewalks, in parks, etc. When you go to mayoral forums and open houses, ask the candidates what their plan is. The same goes for city council members.
