You are looking at a symptom of a bigger problem This area is zoned industrial. The theory is that if you can get down the street in an 18 wheeler the road is good enough. The city has been "working" on a new master plan for the last 2 years. While the plan has been good for the city's consultants and the city's lawyers nothing has been completed yet. Taragon / Ursa who built the Upper Grand and the Rockefeller Group own or hold options to buy most of the land in this area. Neither firm has good relations with City Hall so neither firm will get permission to build anything more in the foreseeable future. Somebody needs to find a compromise that will make life easier for the next few years until some sort of plan can be worked out.
