the SF PUC placed some plastic covers under manholes to keep the odor in. This has only partially worked. Every once in a while, we still get hours per day of very strong toilet odor into our unit. Try having guests over for dinner. Sometimes I cannot even fall asleep because of the smell.
This "issue" is due to the PUC Treatment plant at the end of Mission Creek, which 355 Berry Street building overlooks. The foul odor is sometimes also due to the fact that we're sitting on a creek that is fed by the bay. Low tide is stinky sometimes. That's just life on the water people. You're going to find that almost anywhere that is twenty feet from the waters edge. Did the name of your building not give you a clue? Edgewater?
The PUC has recently completed a thorough renovation and smell abatement project. But the truth is it will always stink down here. Sometimes more than others. We are next to a treatment plant that treats water from street drains and some sewage. If you don't like it you're probably going to have to move because they can't get rid of the plant.
