  I imagine it was the Department of Public Works or another organization affiliated with the City of Burlington as this is on the greenbelt directly in front of the entrance door to our duplex property. It is also adjacent to the water outflow from the house to the municipal sewer system under Intervale Ave and has the potential for roots to obstruct pipes in the future.
