Is this sidewalk under repair? There are buckets with orange plastic fencing set up in front of the store that is blocking a portion of the sidewalk. I was walking in downtown on Saturday and while I could fit by the fencing on foot, this is making this sidewalk inaccessible for anyone using a walker/wheelchair/pushing a stroller.

Agree 100%, I called the city about this in the past, because I could not get past with a stroller. I had to go all the way down the street with the cars when the snow banks were up.
They cleared the area a little bit so that right now I can pass, thanks, but it would still be nice to have this actually finished & fixed. This area of the sidewalk is always a problem because of those strange tiles. It makes it extremely slippery and already probably the most dangerous place to walk on Middle St.
