A. The property owner, hereafter referred to as "the jerk" plowed his sidewalk in a way that left a huge mound of snow and ice at the property line. I've reported this three times in the last four weeks but nothing has been done. Are we just waiting for nature to take its course? The city is vet lucky that nobody got injured climbing over this. Especially late at night, leaving an Uptown bar.

This "duplicate complaint" reason for closing a ticket is BS. If the issue is big enough that you get duplicate complaints, it might mean you're not reacting quickly enough. And in this instance, where the property owner plowed a huge pile of snow into he middle of the sidewalk where it sat for over a month, you definitely didn't react. At all. I complained three times in four weeks, you did nothing.
Rather than close a ticket saying "duplicate complaint" why not leave all tickets open until the problem is fixed, then close all tickets at the same time? It's much more likely that we will report issues if we believe that you're fixing them rather than just searching for duplicates.
