It's 911 just call you dont have to give your name or phone number. Just give them a description and the PD will get them. Its what the Police do.
Give it a shot and see what happens. You care about the area, take it one more step make the call and get this loser locked up.

Another thought: the person doing this in all likelihood will not see this comment. To everyone else who has placed comments here: if you don't uncheck the hand symbol, you are counted as wanting it fixed. That's why there are 10 people wanting it fixed even though really only the reporter does.
