This is only a problem because police officers and citizens see dogs defecating and don't do anything to the owners, maybe if the cops ticketed dog owners for not picking up their dog crap they would tell a couple of their friends and the whole group of them would be less inclined to do the same thing in the future. Same thing as with loud radios and people letting their garbage be all over the sidewalk, if officials don't do anything about that stuff it makes an environment where harsher crimes will go on.

It's a problem despite officer and citizen involvement.

Well tell the people who live in this city to pick it up... Its not for the city to pick up, its up to the person who owns the dogh... The city dont own the dogs.
