When the line turns green, the turn right prohibited light turns on, which makes no sense. Why would you not be able to turn right when your side of traffic has a green? Perhaps the turn right prohibited should turn on when the light is red.

This is an illuminated "No Right Turn" arrow, similar to the one at NB 28th St @ Roosevelt? Hanging over the Westbound right lane at Bay @ Missouri?
Normally, those would be on when the opposing left turn traffic has a green arrow, in an attempt to avoid right-of-way arguments, and off otherwise, but only when the through traffic has a red light, as you suggest.
I hadn't ever noticed that intersection had any, but I don't go through it much these days.

The pedestrian push button activates the no right on red sign.
You may not have seen them push the button, especially if they were on a bicycle.

Hmmm. Yeah, that'd make sense.
Except that the reporter says that it's happening during the *green* cycle.
Are we to understand that west bound traffic cannot turn north *on green* because a pedestrian has pushed the button?
