Description
There are joggers running in the bike lanes on Orange St, often going the opposite direction of traffic. The bike lanes are not intended for this use. Joggers using them are not only endangering themselves by getting closer to the traffic but the cyclists who must swerve into the car lanes to avoid them.

I'm pretty sure this is entirely legal and might actually be the safest position for joggers (for the same reasons that it's the safest position for bicyclists). By convention, joggers are advised to jog against traffic. Because of the nature of bipedal movement (as opposed to wheeled movement in the case of bicycling) I think this is probably the safest thing to do.
As long as the bicyclists are riding with traffic, moving out into the regular auto lane should be perfectly safe and legal (bicyclists are not required to use bike lanes in the state of Connecticut). I do it all the time on Orange St to avoid car doors. I also move out into the regular lane whenever I'm approaching an intersection with a high volume of right turns. I think most experienced bicyclists would agree that this is the safest thing to do.
