  I have reported this to Dekalb Watershed. When I followed up, they told me it was coming from the customer-side of the line. I followed up with pictures to show them it was most definitely not. They were supposed to send someone else out, but I dont know what has happened. I'd recommend contact them (770-270-6243 or dekalbwaterops@dekalbcountyga.gov) since more people opening tickets can only help, and it seems unlikely to be anything else.
