Monday, Tuesday, & Wednesday this week, the stop lights at the intersection of 14th Street where it meets Bank & Franklin have not been working at afternoon rush hour. I reported it to 911 twice, but it has not been fixed. You have already had one death at this intersection, please get this fixed ASAP so we don't have another death. Richmond drivers are bad enoug at this intersection when the lights are working, but when they are flashing it is suicide to try to cross the street.
