The water department needs to clean and vacuum the drain out.

They also need to educate people about the importance if keeping the grate clear of trash/debris. It's unfortunate we have to tell people that but knowledge is power

You what needs to be educated is that everybody needs to sweep the curb area in front of their houses so when it pours the address with the drain isn’t stuck with all the trash from the neighborhood because this drain is constantly cleaned on both sides of the street.
