Apparently they want to reserve this part of the road for their own trash cans on trash day. They also built a platform for their cans on a public right-of-way where these receptacles need to be stored out of sight on non-collection days.
1724 Columbia Pike Arlington, VACounty police set up a trap very often to catch unsuspecting drivers going straight on Columbia Pike from the right lane during morning rush hour. Signage and road markings are difficult to read with small print and do not stand out. The idea is that drivers should be able to turn right onto the 395 onramp from the left lane, but it is a poorly designed idea; rarely do people turn right from the left lane because they know it is dangerous to do so. The idea may work in theory but does not work in practice. S Walter Reed Dr Arlington, VACars merge from Arlington Blvd and Walter Reed dr. on to Wash. Blvd at the same place There are lots of No-Merge signs, but traffic is too fast there in the morning for persons trying to get on from Walter Reed Dr. after a stop sign. Many accidents. I'd recommend restricting Wash Blvd to one lane after the bridge, and adding a light only for the Arlington blvd merge lane to allow the persons from WW Dr. to get on the highway without risking their lives.· Reported by mdurgan · Flag Flagged

The light at the intersection of Columbia Pike and the exit from Washington Blvd SB, which already has a long wait time for traffic coming from the exit, sometimes skips green cycles — this can be seen when the pedestrian signal will count down to red and then turn green again.
If the light is triggered by the presence of a car, then it seems that it skips cycles when a motorcycle is present at the intersection.
Additionally, if the light is triggered by cars, then why the long wait cycle? It seems that one or the other would be sufficient, not a combination of both.
