    Now 8/9/2022. Issue remains unresolved and/or no progress or planned action
    reported by DPW. Multiple trees continue growing from stump rubble created by DPW and have now become a safety issue. Difficult to see cars, bicyclists and pedestrians when exiting driveway. Clear view down Loomis obstructed. Additionally, the new tree is being negatively impacted.

    Greenway needs to have stump rubble/volunteer trees removed and area regraded to level of adjacent greenway.
    Early last summer a greenway tree was taken down/replaced near 180 Loomis. A few weeks later, DPW had the stump ground, leaving behind a large pile of stump grinding rubble. Area unsightly and difficult to mow.

    ROAD HAZARD/DANGEROUS DRIVING CONDITION

    A water main failure was repaired last summer on Locke Rd approximate to numbers 32 and 39. The 8' x 10' pavement patch above the excavated main has started to collapse into the area repaired. Depression has increased in depth over the past 10 days to approximately 3".

    NOTHING DONE TO DATE:
    The area noted above continues to sink. Patch has now pulled away on the edges from main road. This is creating a safety hazard for vehicles passing over, especially for motorcyclists. Several have already hit this depression and have barely been able to recover control of their bikes.

    The area needs to be repaired or, at the very least, marked with reflective, orange paint or some sort of signage in order to alert motorists that they are approaching hazard.

    09/13 at 0830pm: Same issue as below. Strong oily, tar smell in the Locke Rd area.

    Strong smell of burning asphalt permeating the Locke Rd/Westford St area at this time: 11:20pm on 9/12. Source has been previously identified as being Aggregate Industries on Littleton Rd. Has been reported before by residents on Arbutus Rd, Abbott Lane, Baldwin Rd and others. Air quality violation issue. Aggregate Industries not containing emissions properly.

    My residence is, by direct line, over two miles from the Littleton Rd plant.

    Most cool/clear evenings when clean air is expected, someone is open burning; smells as they are burning garbage/non-wood products possibly; burning barrels/fire pits suspected to be in use up street through/beyond 58 Locke Rd and down street to Brentwood/Grandview intersection where smoke is most noticeable.

    Excavation equipment in operation after 6pm tonight; not the first time the construction personnel and/or owner/build have been cited for this type of violation; Chelmsford Police called; CPD responded to site; equipment immediately shut down but at approximately 6:32pm. Pushing neighborhood patience.

    Contractor/owner on this construction project has brought a large, 20-30 foot, soil screening device onto the 16 Grandview property this evening, about 5:30pm, and parked it directly behind my property. I fully expect that come Monday this device will be continuously run behind my house.

    Questions:
    Is the use of this device and the processing of large quantities of unclean fill materials permitted on site in a residential neighborhood? Does the activity need to happen in a more appropriate location, off site?

    Additionally, the contractor/owner has precariously parked a large excavator on top of the 30' pile of unclean fill behind the house being built.

    Lastly, site is in the process of being filled in such a manner as to substantially raise the elevation of 16 Grandview above original site elevation and that of abutting properties on both Locke and Grandview Roads, potentially creating drainage issues. Has the owner submitted any plans to show how runoffs from his property will not impact abutting properties?

    This is not the first reported violation. Ongoing permitted hours excavation work violations by this owner/contractor despite previous warnings by Building Inspector.
    Heavy excavation equipment being operated at this location outside of permitted hours, after 6pm, today, 09/08/2015.

    This is both a Building Code Inspector and a Health Department issue.
    Construction company at this site/location has not installed temporary sanitary (portable bathroom facility) capability for their workers. As a result, construction workers are relieving themselves in the woods at the rear of the site.

    Construction crews on site and working beyond permitted end time; stopped work/left site at 7:50pm only because of darkness

    If this is the way the construction company plans to work over the next months, there will be many future calls to CPD and Town Hall until compliance is achieved.
