    Homeless people sleeping on benches and sprawled out on the grass throughout Kellogg Mall Park. Numbers have been increasing steadily over the past week. They stay overnight, sometimes for 2 days or more. They leave litter, food waste, and general refuse behind. Some areas have vomit on them. 3 separate instances of public intoxication. No police presence whatsoever.
