By back yard includes a service road that I was told belong to either the city or county even though my property line includes that road. There are some very high grass, weed, tree areas on the side of the service road. Can someone come and cut down this area or is it my responsibility to do so?

I75 South at exit 172 Bass Road. Signal timing to turn left onto Bass Road is slow. Even when there is no traffic in either direction it takes about 3 minutes for the light to change. -
