    On occasion, a pumped fluid is discharging from a building into the street gutter. I'm not sure how often. I have seen it once and there is always a puddle at this location. The pipe is invisible until it gets to the street, where an elbow discharges it directly into the street gutter.

    The street gutter at the end of this block, instead of being a path to drainage, is a constant puddle. Even more surprising is that there is a puddle at all, given the lack of rain and no landscaping to irrigate. The water is coming from a pipe that drains some kind of water to the street. This is not merely water redirected from the roof, but a pumped water discharge of unknown origin. Since the street gutter doesn't drain anyway, all the water stays there and grows who knows what.
