  • Encinal Basin Alameda, California - Alameda
    A small boat towed in 5 large boats by a rope ( some speed boats and some sail boats) into the Encinal Basin that are all sitting tied together in the Encinal Basin. We called the police when the person was in the process of dumping these boats but apparently nothing happened. This problem is ongoing and there have been two such boats that have sunk in the Encinal Basin causing oil spillage and mounds of garbage as well as great expense to get the boats out from the bottom of the basin. PLEASE address this issue ASAP.

    Across from Chase bank on Webster Street against the overpass are several homeless encampments again. These people cross this very busy street, sometimes in the night , going over to the area of Chase Bank and In and Out Burger parking lot areas with cars speeding out of the tube. One almost got hit on Sat evening. Very dangerous and they should be made to move and items cleaned up. .

    Sherman Street And Eagle Ave Alameda, California - Alameda
    On Sherman street (just past Eagle Ave) is a fenced vacant lot that is just before the WindRiver parking lot. A homeless encampment has just begun to set up there with tents towards the back of the vacant lot. Lots of garbage on the bordering outside fences.
  • Harrison And 4th Street Oakland, California - Chinatown
    Fences were erected in the areas owned by Cal Tran entering the Posey Tube and coming out of the Webster Tube from Alameda in order to keep this busy road way safe from homeless previously living there who were crossing these roadways in front of cars and whose garbage was spilling into the roads. Now homeless have jumped this fence and are again setting up encampments inside the fenced area. Cal Tran needs to be notified and Oakland Police need to take care of this issue before someone gets hurt.

    various materials, items, clothing, containers, bikes, pillows, boxes, furniture line the entry to the tube going into Alameda behind the Salvation army and are spilling into the street. The garbage is being dragged by vehicles into the tube and causing a hazard. This are and the tube BOTH need to be cleaned up.

    Encinal Basin Alameda, California - Alameda

    There is a small silver type fishing boat (with a open outboard motor) that has been abandoned IN THE Encinal Basin WATER. Its been there for about 3 days and is tied up to the docks neighboring the road behind Del Monte Building . This boat is easily accessible to kids who often hang out in the area sometimes in the evenings and should be removed ASAP.

    There are also numerous chairs (probably 8 of them now and growing ) that have been locked to the dock pilings with chains and locks as well as a table . All potential hazards.

    Constitution Before Posey Tube Alameda, California - Alameda
    In the center divide just before entering the Posey tube on Constitution Way are two homeless encampments that have been growing now for several months. Time and again the people who are living in these encampments cross the two very busy streets in on coming traffic, often with items they have collected for their encampments, and creating a the very real possibility of an accident waiting to happen.

    As continues to happen , there is some furniture and other large piles of garbage at the base of the Encinal Basin (across from Wind River) Please remove before it gets tossed into the water as sometimes happens by kids.

    Between Wind River at the back of the parking lot and bordering the fence line to the Del Monte building there are a number of homeless encampments just beginning to be set up and piles of trash that is building. The people setting up the homeless encampments have also cut a hole in the fence and are beginning to set up in this vacant lot that is closest to the Del Monte plant.

    Just past Eagle ave on Sherman Street and before you reach the entrance to Wind River are numerous items that have been dumped right next to the sidewalk.

    Behind the Del Monte building and bordering the front of the Encinal Basin of water on the road with the faded double yellow lines and the NO Dumping signs are furniture, building materials, clothing and various other garbage that has again been dumped

    Chair, building material and various bags of garbage border the Encinal Basin behind the Del Monte Building. This illegal dumping continues to be an issue and I suspect it may be the same person/persons because this roadway is out of the way . Can the city post a sign that it is illegal to dump and fine $ amount? maybe this will deter the person/persons.

    Across the street from 835 Atlantic in the parking lot, about a 7' section of fence has been cut down. In this opening , homeless from the J. Sweeney park have put a wood plank so that they can come and go out of the J. Sweeney park land with their bikes and bike attachments of things collected or stolen. About another 20 yards down is yet another opening they have made where they come and go on foot. There is a public sign that clearly states is it illegal to enter the park and cites a $500 fine. Please board up this fencing yet again and do something so that our park does not become a homeless encampment as we see just through the tube in Oakland.

    There is a mattress on the corner of Lincoln and St. Charles that has been there for months. Sometimes it is propped against a tree, other times it is just laying across the sidewalk .

    Behind the Del Monte Building along the entire border of the Encinal Building int the road with the center faded double yellow lines are various trash items. This has become a dumping site. PLEASE post a sign that dumping in this area is illegal and not to do so. Also please pick up these items asap as sometimes young kids throw the items into the water/bay over the rail into Encinal Basis

    Behind the Del Monte Building on the street ( with the faded double yellow lines ) that borders the Encinal Basis water inlet, there is dumping of many items that borders the fence just in front of the water. This dumping occurs often and I would like to suggest a sign be put up stating it is illegal to dump, maybe this will help in the future instead of reporting this time and again.

    As with many previous times, there are various items dumped along the back of the Encinal Basin that borders the street behind the back of the Del MOnte Building on Buena Vista ave. The items are thrown along the metal knee high metal fencing that borders the back of Encinal Basin. This portion of the street is NOT a part of the Wind River parking lot. There is a double yellow line that is painted on this section of the street. I reported this about two weeks ago and nothing has been done.

    Yesterday City of Alameda hired a large crane to lift out the abandoned boat that had been sitting in the Encinal Basis since summer and that had finally sunk. You also had some sort of bull dozer truck that dismantled the boat and crushed it and put the remains in a large dumpster near where the boat sunk bordering the Encinal Basin. This morning while walking my dog I saw that there was a large amount of the remains of the boat that was left on the dock including but not limited to wires, parts of the boat, broken glass , fiberglass parts and other. Please have someone clean up this mess appropriately so that people, kids, or dogs do not get hurt when walking nearby.

    Near Wind River on the road that borders the back of the Del Monte Building and right along Encinal Basis is mounds of garbage that have been dumped, yet again.

    There are the same three boats again in the Encinal Basin next to Wind River and behind Del Monte building. Two of the boats are kicked out time and again and return time and again. One is a larger antique looking boat with a small boat attached to it that the person uses to get to shore. The other is a type of sail boat. Both have been back in the Basin for weeks now.

    The third boat is clearly abandoned. I saw the sheriffs board this boat about a month ago looking for the owner. Now its clear the boat has been gone through by others and things all pulled apart and dismantled. This boat needs to be towed out of the water.

    And they other two boats need to be informed that they need to pay docking fees just like everyone else or ticket them as police patrol would any car continuing to park illegally.
