walnut bend getting priority over moving Westheimer traffic in morning, causing traffic to come to full stop. this is maddening.
I have been reporting this problem since October 2018 and the city keeps claiming it is fixed. I came to a full stop for 15 seconds at 7am this morning traveling west on Westheimer so it is obviously not fixed.

In the morning, traffic signals along Westheimer stop traffic consistently, giving priority to Walnut Bend traffic.
This has been reported repeatedly, I've had followup with public works who promise repairs and seem to be trying -- but still, this light is not timed properly, some 7-8 months after I first started reporting it and then interacting with Public Works.

it gets really frustrating when this happens with 311,yet it happens all the time and issues frequently require followup emails to the mayor's office and relevant councilmember. Why?
can we just get this leak fixed?

Timing of signal for westbound traffic on Westheimer at Walnut Bend in the morning remains opposite of optimal despite repeated requests and emails.
the signal impedes flow and needs to be synced so that traffic on Westheimer moving west is not constantly hung for minutes at a time due to defective timing/equipment/programming.
