    § 169-23. General prohibitions.

    No person shall stand or park any vehicle in any street, way, highway or road under the control of the City; and no person shall allow, permit or suffer any vehicle registered in his name to stand or park in any street, way, highway or road under the control of the City in violation of any of the traffic ordinances passed by the City Council and in particular in any of the following places, except when necessary to avoid a conflict with other traffic or in compliance with the direction of a police officer or traffic sign or signal:
    A. Within an intersection, except within those areas where the erection and maintenance of parking meters have been specifically approved by the Department of Public Works of the commonwealth.

    B. Upon any sidewalk.
