    DC Housing Authority uses this Alley to dump all kinds of trash - furniture, appliances, etc. Dumpsters are continuously overflowing and leaking garbage. Constant presence of rats. Someone should be held accountable. This has been reported on several occasions. Something must be done to correct permanently.
