    Hi -- this is my third attempt to communicate to the appropriate person that the catch basin immediately in front of 48 Quincy St is permanently and completely plugged _underground_. For example in yesterday's rain I visited it. It was completely clear of all obstruction -- no leaves, trash, branches, etc -- but not the smallest of the floating fines in the several inches of water covering the grate actually went down the grate -- zero. All water from Quincy and Avon Streets is going down one drain on the north side of Quincy. I am posting this for a third time in an attempt to get this information to the right person to help avoid the considerable flood that will result eventually when the one remaining catch basin clogs in a heavy rain.

    The catch basin in front of 48 Quincy St is completely non-functional, leaving only the one across the street to drain Avon St, Quincy St and Myrtle St. (Myrtle is over the line in Medford). I first reported this 9/2012. I hoped the recent excavation and re-paving nearby was correcting this, but it seems no. In yesterday's storm water accumulated to almost the height of the curb in front of he drain is in front of 48 Quincy St.
