    The Council Rd (north bound left turn) light signal sequence is set incorrectly. When all six lanes (3 north bound, 3 south bound) are filled, the sequence is always:
    1. All three lanes of south bound traffic lights are turned green.
    2. South bound left turn light turns red.
    3. Center and right lanes of north bound traffic turns green.
    4. Finally, after extended delay with traffic backing up into the center lane causing many near accidents. the north bound left turn traffic turns green.

    This was previously reported and cleared as working properly which is absolute BALONY. I drive this route ever day and it never changes. BOTH left turn lanes should be released first, then straight traffic should be released.
