My neighbors have been addressed about letting their dogs just run free. A couple of weeks ago, the city came and took one and the neighbors were told to keep the other chained. Well, he is chained from about 7 am-5 pm and free all weekend. I know this because I work from home. The other day he took my running shoes off my porch, my dog water and food bowls are gone and an extra leash I keep outside. He even eats my dogs food. I don't think this is fair. This isn't a small dog and I sometimes have my grandchildren outside. They refuse to follow the rules. Please address. Thank you! This is on Marion Ave in hartsville. Tan and white dog.
