For many months now, renters (absentee landlord) use the side street, Lemon Street Ct to store their garbage and recycling bins, instead of on their property in between collection days. Did not even take them in during last snow emergency when plows needed access. I understand their dilemma, I don't have a driveway myself and can see why they are trying to use every bit of their driveway for cars, not bins, but still, they need to store their bins off the street.
