Main St. Eastbound At Custer Rd. McKinney, Texas -

Only 2-3 cars can make the turn signal at Main and Custer when turning left to go northbound on Custer Rd from eastbound Main St. Sometimes 4-5 can make it if everyone speeds through it and runs the yellow light. This occurs during the busy traffic times mornings and evenings. Please add a few more seconds to this light so the turning lane isn't so backed up.
Took 5 cycle changes and 15 mins to get through the light today at 5:30p.
Anyone know who to report this to in order to get it changed?
I'm sure many would appreciate that.
