    Cars are regularly flying through the intersection.

    A neighbor's long haired dog is penned in the back yard all day, barking incessantly. Even when the neighbors are home. This has been going on for months. I mentioned to the neighbor but they did not respond. Other neighbors located closer to the house are hesitant to discuss it because of keeping the peace.
    Now, the summer temps make it particularly concerning. Who do I contact to have the city notify the owners of their mishandling of their pet?
