Earlier this year there was work done on the railway and this barricade was removed from the trailhead by the far west crossing to prevent vehicles from going on the walking/biking trail. Just wondering if it should get put back?

While avoiding a section of broken pavement just north west of this picture (which is in front of the fire hall) I hit a pothole that dropped my tire into it and broke my fender. The uneven gravel makes the pothole(s) hard to see as well. Does the city have anything in place to pay for damage to the vehicle?
