    The drain that runs under Roussey Lane in Ellicott City (Roussey is the exit ramp from Lot D onto Old Columbia Pike) is completely silted up on both ends.

    Instead of curbing installation as discussed, edge of the newly paved roadway was excavated for a gutter that was lined with an oil (or asphalt) and sandy concrete mix. Gutter was then filled with gravel. One good rainstorm, and the gravel washed away and the gutter crumbled/was undermined. Remaining gutter pavement is saturated and crumbles at the touch of a finger.

    Looks like I closed this issue prematurely. The response I received from you showed photos of repair and new riprap at 3637 Fels Lane. That system silted up and failed during the flood.
    There is another stream that I am talking about that doesn't seem to be on anybody's map. It runs parallel to Ellicott Mills, and goes behind the old Roger Carter Center site. The storm drain that empties that stream under Parking Lot F is completely buried in silt. I looked before today's rain, and there was still standing water upstream of where the drain used to be. Concern is for overflow in a very heavy rain, or backing up into a house on the edge of the stream that has so far been spared.
