There are aggressive panhandlers always at this intersection walking between the traffic. Can anything be done before they get hit by a car?

Cars are constantly be parking in the no parking anytime zone on Montgomery between Bergen and Summit. Not only are people parking in bus stops, that forces people to walk in the street to board the bus, but the parked cars also eliminate a lane of travel in a very busy part of the city. Can enforcement be stepped up?
