Two sailboats have been long-term anchored in the waterway behind our homes for an inordinate amount of time.

The boat on the left in the photos has been anchored in that spot for the past 6 months. Originally we thought the boat was abandoned, but over the past couple of weeks, it appears he has been living aboard the boat. We can hear the noise from his extrordinary loud generator running all night long, and we see him coming and going on his dingy.

The boat on the right has been anchored in that same spot since July 3rd. I have yet to see the boat move. It appears the owner may live-aboard occasionally, but often leaves the boat unattended for extended periods of time. The boat has already broken anchor once during a storm and almost ran into the neighbor's sea wall. The boat owner didn't retrieve the boat for several hours.

Aren't there regulations in place regarding the length of time a boat can remain anchored in one spot? I was under the impression they had to move a certain distance every few days. Am I mistaken or has this law changed?

    Thank you for your help.
