We have a beautiful oak tree in front of our house and a large branch snapped off in the recent storm, but is still partially attached.
I know nothing about caring for trees but want to do the best thing to care for the tree in this case. Can I just tear or cut the branch the rest of the way off? Does the part where it snapped off need any treatment?
Can I leave the snapped off part for sanitation pick-up? Thanks in advance for any advice. This is in Belleville, on Belmont Avenue, across from SuperFresh.

Can the tree near the bus stop be pruned? It blocks the view of oncoming buses and the drivers won't stop unless you signal them way in advance. To see an oncoming bus, one must wait dangerously in the street, or so far back on the curb that the driver doesn't see you signalling. Please prune the tree so we can wait in a safe place and still signal the bus in time to stop.

I'm not sure I've selected the correct category, but someone has used the bus stop shelter at Kearny and Stewart Aves as a restroom (non-liquid). This is a few feet away from the Roosevelt Elementary playground and quite nasty for everyone.
