    The ground at the bottom of the last stairway to and from battery park is a perpetual mud puddle, and gets very little maintenance done so it is overgrown. It would be great to see a rain garden or bioretention area put in that would alleviate the drainage issue in this part of the park. It would be double as an educational garden for nearby camps, families, and other community members.
