There is a man playing the electric guitar very loudly using an amp on the Green at the corner of College and Elm. He can be heard at all hours, including very late at night (past 10pm on weeknights). He can be heard for three blocks. Surely this must be a violation of the city's noise ordinance. This problem has persisted for a month.
