Sidewalk impassable. Have to walk onto oncoming traffic on Lincoln Street

Is it possible to get the sidewalk on Lincoln street in the underpass of I-290 swept?

Basin is deep but always flooding the street after some heavier rainfall

The sidewalk on Millbrook Street is very cracked and with loose chunks of concrete for a stretch of 600 feet or so.
It's safer to walk on the road with oncoming traffic. Overgrown vegetation make it pretty much impassable
