Although this has been confirmed a legal driveway, it can't be used for its original purpose: no vehicle can pass there due to addition elements (steps, etc.) built onto it and preventing vehicle passage. HENCE THE QUESTION: What’s the procedure to decommission old driveways like this that are no longer able to serve the actual car-passage purpose? Reclaiming street parking spaces like this would obviously be in the public interest. So what’s the procedure we (the citizens/residents living in the neighborhood) can follow here?

The residential parking is assigned improperly: although there are pre-existing garages in the back, they are irrelevant, as they are made unusable for the purposes of car storage as the alley is impassable by cars (it’s too narrow, and also it has permanent obstructing fixtures like entrance steps). So there is NO valid reason for “no parking” or “residential parking” space reservation on the street

Their permits explicitly says NO demolition. But they do extensive internal demolition. Debris outside on the street and potentially toxic dust blowing all over the neighborhood! They don't dispose of it properly (the attached photo shows all the construction dust/debris left on the sidewalk and roadway)
