    on Nov 1st, Tuesday, I was going east on Central and was turn right at 1815 E Central at about 7:15PM. I nearly ran over two heavily pigmented people, who were wearing black clothes; one in a wheelchair. After entering the business parking lot at 1815 E Central, I noticed the street lights on the south side of Central were ALL not lighted.
