Light cycle is jammed - the temple street light will not go green

Around 1 am on July 20 there was sidewalk repainting at this location which was deafeningly loud. We happened to have our windows open but even after closing them it was incredibly loud waking up the whole house. While I appreciate the importance of sidewalk painting, An activity like this that is so disruptive should not be performed at 1 am.
