The timing on the new traffic light at Chapman and Washington is completely off. There is now a left green arrow when turning from Chapman on to Washington however it only lasts around 5 seconds. Traffic is backing up nearly 200 yds on Chapman and it can take nearly 15 minutes to take a left. And this is all while there are literally no cars passing on Washington. This should be addressed as soon as possible.
