    316-318 Sw 3rd St Topeka, Kansas - City of Topeka Council District 1
    No trash service at the address, two trash bins out front (one Waste Mgt and one Shawnee County) are filled to overflowing, and there is weeks/months of loose and bagged trash stacked around it. A set and a half of mattress & springs are laying nearby, with another over filled trash bin next to them. Has been this way, and getting worse each week, since late Feb early Mar. Three blocks west of TPD!

    At 6th and Clay, the traffic lights work fine, but the chime tone (chip-chirp/chip-chirp) is stuck on, and sounds 24 hours a day. This has been several months now, and continues whether someone is using the crossing signals or not.
