The homeless have to walk in the street back and forth to the shelter. Is the city responsible ?

84 High Street has again failed to read the city regulations for sidewalk. While They did try and clear about 12 to 18 inches wide for a path, it was not anywhere near wide enough. In addition, they cleared nothing from the sidewalk to pleasant street, leaving a snowbank people had to step over. See my rolling walker parked on top of the bank that should have been cleared.
Green paper him, and please clear the access for a rolling walker to use, contracting the bill out and charging him the fine again. Does the fine get greater for each violation?

If you can't get owner to fix, can city do it? Path is too narrow for walker, which I therefore must bring across High street between Danforth and Pleasant.
